Walrein which starts off as a Spheal is also great, but it is found around the 7th Gym, so that might be too late for you, depending on how early you like having your team set up. Manectric Electrike is a solid Electric Type that evolves via level-up and has good enough Stats to carry you through the vast amounts of water Routes and trainers that you'll have to face. Don't get too focused on "the one best way" to play through these games: while they still require some thought, at this stage, they're still balanced to overall be on the forgiving side, so, ideally, you wanna have fun experimenting with what you seem to like best and adjust accordingly depending on your experience. The Fairy type doesn't exist in Gen 3, meaning Gardevoir is a pure Psychic type in this generation, but that doesn't stop it from being a very useful team member. Tropius on the other hand, is just about good to go the moment you get it since you have access to Solarbeam level 41 , Aerial Ace obtained from beating Winona , Sunny Day Route island in the middle of the lake to set up one turn Solarbeams and trigger it's ability, and Razor Leaf. Fire-type options are limited in the Hoenn Region if the player doesn't choose Torchic as their starter, but it's definitely a good idea to have one on the team to deal with Steven's Steel types.
