Three well-developed and renamed Japanese cities surrounded by districts and wonders. A city is the basic building block of a civilization. It houses its people, advances its Science , Culture , Faith , and other yields, expands its territory , and produces everything else the civilization has. Cities are also central to your technological and civic development, and serve as bastions for your armies. It is practically impossible to win without powerful, well-situated cities. Cities in Civilization VI are far different than in previous games. They are now composed of a City Center - the original tile where the city was founded - and additional parts called " Districts ", which can be built on nearby tiles. A single city can thus sprawl over a considerable expanse of land and even water. When the "Found City" ability of the Settler is activated, the City Center of the new city is placed on the tile the Settler previously occupied. Cities should be founded in areas with plenty of Food and Production and with access to Strategic, Luxury, and Bonus Resources. It is often a good idea to found a city on a River or coastal tile, as sources of water are very important to a growing Population. Cities founded on Hills gain a defensive bonus, making it harder for enemies to capture them.

Similar to previous installments, the goal for the player is to develop a civilization from an early settlement through many in-game millennia to become a world power and achieve one of several victory conditions, such as through military domination, technological superiority, or cultural influence, over the other human and computer-controlled opponents. Players do this by exploring the world, founding new cities, building city improvements, deploying military troops to attack and defend themselves from others, researching new technologies and civics advancements, developing an influential culture, and engaging in trade and negotiations with other world leaders. The game features several civilizations not featured in previous incarnations of Civilization , while many returning civilizations have new capitals or new leaders. A critical design focus was to avoid having the player follow a pre-set path of improvements towards their civilization which they had observed from earlier games. New to Civilization VI is the use of districts outside the city center to house most of the buildings.
