In her childhood, her parents had another daughter named Kimcleo h2o, and Cleo met and quickly became friends with Lewis McCartney when she was five years-old. She also met Emma Gilbertand becomes good cleo h2o with her. Later, she began attending South Coast High School.

She takes it back to the ocean center where it gets bandaged, and takes many emergency measures to get it back when Miriam Kent accidentally lets him out. Cleo has long, straight, deep purple hair, violet eyes, and fair skin. In both forms, she has multi-colored beads braided into pieces of her hair. As a human, her more commonly worn outfit consists of a white tee, blue overalls, and flip-flop style sandals. Her swimsuit of choice is a purple sling bikini, though in jaws-ache, she wore a regular bikini with a blue top and dark blue bottoms with the waistband matching her top. In her mermaid form, she wears sparkly white clips which resemble coral, and a matching top with bracelets on both arms. Her tail is deep purple, similar to her hair, with sparkles all down the sides, leading to a translucent end.

He enters and sees Emma and Rikki with Cleo and asks if he got the time wrong. Cleo confirms that they agreed to 9 o'clock as the time, but tells Lewis that something important has come up, but it isn't so important that he needs to know about it, so she has to cancel their appointment. Lewis tells Cleo to ignore him, and Cleo suggests that they should go back, but Zane rides along the path straight at Cleo and Lewis, forcing them to split to opposite sides of the path to avoid him.
