With the Persona Compendium you can re-summon any persona including Treasure Demons like Regent for a fusion with a different partner. In general though, You want to fuse personas that can cover the elements your teammates can't cover. You generally want to find a trait that best helps the thing the Persona is focused on. Backpedaling a bit, you want your personas to be focused. There's no cohesion there. Although, you're super early in the game so this hardly matters atm.

If you do not knock it down using a weakness, it will escape in only a few turns.
