I had the same "problem" locating the chest in the bear cave - then I discovered that the Unofficial Skyrim Special Edition Patch Version48 and probably earlier versions does indeed move the fallowstone cave chest from the cliffside exit pathway and puts it in the bear cave, where I assume it was originally intended to be, fallowstone cave.
