I wonder if it's also that we can't just focus on where we are now and the valley immediately in front of us; if we keep our sights on the next hill, that hope makes it a bit easier to get through the hard times. My interpretation is that the "hill" is referring to another journey another hill you can climb and another opportunity to experience the highs of life when you reach the summit.
