There is no item to summon the martian madness event, but after you defeat the golem, a floating drone will appear in your world acationally, it will have a green dome and sway a little bit, if you get near it the martian madness event will be triggered shortly after. Seeing how the Hallow is considered by the lore as a temporary world guardian while it recovers from the Wall of Flesh's defeat, I don't see why lunatic zealots wouldn't mind trying to take opportunity of the situation and summon an entity capable of destroying the world.
