After the cutscene ends, get in the car. You'll have to drive to three separate locations to find Toreno, and you'll be on a timer. The first location you drive to will be at the construction site next to the Doherty Garage, but Toreno isn't there. Then drive to the docks at Easter Basin. Again, Toreno won't be there. Finally, drive to Easter Bay Airport. When you get to the airport, a cell signal meter will pop up on the top right of your screen.
