Third Encounter : He will be in the castle, in Anor Londo. After you defeat him, head down the spiral staircase and speak to Siegmeyer who is standing outside a room with 3 Silver Knights in it. After defeating the 3 knights, speak to him again and he will give you the Tiny Being's Ring.
As he's screaming, kill the last 4th cup monster with your bow. This will cause him to believe that he is weak, and after speaking with him after the monsters are dead, he will give you his ring.
