For Pokemon players, one of the most important questions for every new mainline game is which starter they'll pick when they begin their journey. Which — as with Charmander and Turtwig — is the true hidden appeal of Froakie! It also maintains its strength and becomes even more formidable as it evolves into Quilava and finally, the awesome Typhlosion! It also really holds its own as it evolves too — first into Ivysaur and then into Venusaur.

Mudkip is so perfect I would still look good. If Wooloo was a starter, he would also be in this tier. Honestly Generation 1 starters are very hard to rank.
