Meruem isn't fast enough to bitz, he doesn't have the damage output to take All Might down, and All Might's hits are at practically the level of the Rose when he's so weak his power is almost gone. Absolute best case for Meruem is that he jumps around for a couple minutes before All Might tags him at which point he's just done. The Rose left him on death's door, within an inch of his life I'd hardly put that in the way of a durability feat, especially considering he would've died if it wasn't for Youpi and Pouf.
