There are two distinct Fortify Restoration effects: one from Alchemy -created potions and one granted by enchanting armor. Their effects are as follows, potion of fortify restoration. In enchantments, Fortify Restoration decreases the cost of Restoration spells, and the use cost of Restoration based enchantments.

Didn't want to make my character overpowered, just wanted to bring unarmed up to par and shorten the cooldown of shouts. Worked out pretty well. So 60 claw damage and a shout cooldown of 36 seconds for the final stage of storm call. Also the fire breath and frost breath shouts have a 7 second cooldown. I'm thinking I might make a character that only uses shouts.
