As you move from the Talos I Lobby to the hallway that leads to the Security Station, there will be a large yellow pipe that sits on the left wall. Use your GLOO Cannon to build a makeshift set of steps to get on the pipe, then follow it the length of the hallway. Follow that and drop into the Security Station.
