I played PZ spawning in Rosewood a few times set at insane and its pretty much designed to be a death trap with all the fenced in areas. The business district is divided from the residential by a huge indestructible wall. Then there's other fenced in sections that you need to walk forever to find the end.

I'm going to say Rosewood purely because I've never spawned at Riverside and often never go there. Since I mostly spawn at either Rosewood with the intention to cross the map to somewhere for a 'permanent base' or I spawn at Westpoint coz "hehe haha, zombies go brrr" I just forget Riverside exists and never go or spawn there. Wich is better for what? Rosewood is great, tidy, small lil town, it has nice looking buildings to use as base, that makes you like it even more. Riverside is bigger, the 1st floor in the school is a good place for a safehouse or main base. Although, for what I've said before, I've played little time in Riverside and mostly to loot, kill zeds or just passing by Rosewood invites you to stay there :-D Riverside's like "Come here and loot me, take a walk, watch the river and go away".

It's a great place to spawn in for newer players or those looking for something a little less intense, or alternatively, a destination for a character who's out on the road, looking for somewhere to base up. Rosewood is one of the smaller starting locations and can be a viable option for players looking for a more relaxed start to the game. There are a few businesses and houses scattered with a handful of community buildings such as schools, a courthouse, a church, police station, a bank and more. Rosewood as a whole has not a lot of loot, but also has much less zombies than other cities in the game.

This isn't so much an issue with the town's design at all. Is there any good bases in Rosewood that aren't to far from the town, but aren't swarmed with zombies? Overall compared to the rest of the towns Rosewood doesn't have much to offer once you get better at the game and such. A short stay in Rosewood is pleasant, but a long stay? It makes sense then that the map wouldnt be a 1 to 1 copy, and why some small towns may exist that aren't real in our world.
