I found this quest disappointing because I can't imagine what motivation most characters would have completing this quest through the traditional route. I mean, why would you be helping the magisters at this point in the game? I finally went back to an earlier save, persuaded the cook I would keep her secret, and then killed Carver. I had hoped this might lead to an alternative completion when speaking with the cook again, but it looks like it will just eventually close.

After doing this, the part of the quest called 'Carver's investigation' updates to tell me to 'Report higba's death to the magisters' but I can't seem to find any way to do this. If I talk to carver, I only have the option to say I have nothing to report. Has anyone else come across this? I'm not sure if this is an odd bug I've stumbled upon and I can't close that particular part of the quest without it. Showing 1 - 2 of 2 comments. To clarify, I've actually already Spoken with the cook after tasting the stew as an elf mask of the shapeshifter to confirm it is indeed made of delicious magisters and passed the check to make her not attack.

To begin, you need to head to Driftwood. There are several possible ways to start the quest, but one of the easier is to enter the large building South-West of the Driftwood Square waypoint. Speak to the magisters inside there to learn they are looking for someone. Across the road from the Fishery is a giant building that serves as an Inn and Bar. On the deck out front is an elf. Speak to him to learn he is also looking for the missing people and that he swears it can't be Higba. North of the Driftwood Square waypoint is a small house with Magister Carver inside.

If you talk to Stewart and tell him you've already reported it and got the reward then he'll just become depressed not tested but letting Stewart take credit might have some benefits later on. Edit: I just replayed this quest. Cook attacked me after caught using his stove and failed the check lol.
