As of right now, many of the main heroes such as Piccolo, Vegeta and Goku get absolutely incomprehensible jumps in power during this part of the show, which is in large part based on Frieza's power and how they must compare to his power in order to challenge him. I will be making a few assumptions to make this sensible: If we don't actually have a scouter reading of a person's power, such as Vegeta's 24, when he's powering up against Cui , then that power level is an estimate, and the "official" numbers are really open to interpretation.
