Wakko Warner is a character in Animaniacs. He was voiced by Jess Harnell mimicking Ringo Starr.

Wakko Warner is the middle child of the Warner siblings and one of the three protagonists alongside Yakko and Dot Warner of the television series Animaniacs and its reboot. He is an anthropomorphic toon of indeterminate species. In-universe, he and his siblings have had an infamous film and television career. Out of his three siblings, Wakko is the one to use the most visual and physical comedy, such as slapstick and shapeshifting. He also uses the least wordplay, as he takes most everything literally. He is also the only one of his siblings to speak with a non-American accent, taking in a Liverpool dialect reminiscent of Ringo Starr. Wakko has primarily black fur, with a white face and paws and feet as well as a red nose.

Wakko finds work in another town to pay for it, but Taxman Plotz takes his pay — a ha'penny — from him for "taxes". Wakko, saddened about Dot's illness and finding no other choice, wishes upon a star.
