Warframes have only a limited Energy capacity, so Ability use must be carefully managed to prevent running out of Energy at critical moments. So, At first, this seems fine, just an added mechanic, maybe you choose between duration and efficiency mods and get a nice build going. However, this completely breaks Fleeting Expertise. If I want my powers to be more efficient, yet I'm playing a frame that doesn't need duration for the build, I always slot FE. Makes sense right? Except now, there's a punishment for it. If I place FE on a frame that has channeling abilities, I've just shot myself in the foot.
