The MCU has been slowly building to an epic confrontation between the Avengers and the Council of Kangs, and the Loki season 2 finale may have finally explained how the villainous group comes together. It initially seemed as though a single Kang variant - Kang the Conqueror - would be the central villain of the MCU's Multiverse Saga, but his apparent death at the end of Ant-Man and the Wasp: Quantumania seems to imply that won't be the case. However, it's hitherto unknown how these three Kangs came in contact with each other and why they're seemingly willing to work together despite the Kangs' penchant for infighting and war. While the MCU will likely hold that exact answer close to the chest for a while longer, the end of the Loki season 2 finale teases what may be the group's catalyst for formation. The TVA's new mission is to stop pruning innocent lives and instead only target dangerous Kang variants, but this attempt at compassion and curated intervention may inadvertently cause the Avengers' next big threat to form.

Kang the Conqueror's introduction in the Multiverse Saga immediately signaled to viewers with knowledge of the comics that more of him was coming. Any questions about just how significant of a role Kang would play in the future were answered by the time the credits finished rolling. The movie repeatedly teased the mysterious group that was responsible for exiling Kang the Conqueror to the Quantum Realm after he attempted to stop their multiverse plans. After mentioning that it was other versions of himself that were behind his exile, the post-credits scene is where the full group is shown. A coliseum-like stadium is shown that is filled with likely thousands of Kang variants from across the multiverse , while three of the variants are positioned to be in charge of the rest.
The Council of Kangs was a trio of divergent Kangs led by the "Prime" Kang identified by his cape , who thought that his other divergent selves were incredibly incompetent. After finding Limbo seemingly vacant, he took it over and began killing the other Kangs, most of whom die in their own failing schemes anyway. Two of the other Kangs were above the rest, so he recruited them to join his cause, forming a council. When the other Kangs had been dealt with, the Prime Kang then betrayed and killed the two Kang council members. As each Kang had their own temporal empires, he had planned to replace them with robots so the Prime Kang would rule them all. However, in the end, it was revealed that Kang was manipulated by Immortus , the actual ruler of Limbo and Kang's future self, into eliminating all divergent Kangs in the Multiverse. Immortus had contained the memories of all the slain Kangs inside an orb, which were transferred to the Prime Kang when he grabbed it.
