This thesis scrutinizes migrations from the Crimea and the Caucasus to the Balkans between and using documents from Ottoman archives and newspapers of the period. The intensity of the migration movement that occurred after the Crimean War fluctuated in the years that followed. The migration movement reached its peak in after the decision of mass exile of the Russians for the Caucasian peoples. The purpose of this thesis is to explore the reasons for these migration movements, how the migration process progressed, what kind of policy the Ottoman Empire followed in the Balkans, how these policies changed during the studied period, and what problems the state and migrants faced during and after the settlement. As a result of the studies carried out within the scope of this purpose, it has been revealed that the Ottoman Empire did not have a regular policy about immigrants, adopted a different settlement policy in the Balkans than in Anatolia, and faced health, security, and slavery problems during the settlement. This paper is a section of the fourth chapter of my dissertation project, which examines how group identities changed at the periphery of the Ottoman Empire amongst the Turkish and Tatar communities of Dobruca today southeastern Romania during the transition from empire to nation-state. It opens with a description of the departure of Dobrucan Muslims to the Ottoman Empire during and after the Russo-Ottoman war of and explains the reasoning behind this important decision. The discussion then turns to significant issues that concerned the emigrants who settled in the Ottoman Empire, including property rights, military service, citizenship status, and family affairs. The end of the chapter scrutinizes the policies that allowed Romanian colonists to settle lands formerly belonging to the emigrants and concludes with a closer look at return emigration repatriation from the Ottoman Empire back to Dobruca. Due to time constrains, I have decided to discuss in this paper only the issues that Dobrucan immigrants faced once they settled in the Ottoman Empire.
