Thought you needed to complete the main questline on atleast 1 toon. Then it always shows up on all your toons. This is a time gated questline that is not yet fully completable. The last part of the questline as far as we know unlocks in about 2 weeks the same day as You start it at the Engine of Ingenuity in Valdrakken, and a new trial has unlocked every 2 weeks 4 trials so far. The first 3 trials are just little quests and mini games. The 4th trial requires completing Halls of Infusion on any difficulty.
