While she was still an infant, her family moved from Hollywood to New Jersey but, after the death of her father when she was 11, the family returned to Hollywood, where her mother became a wardrobe mistress for movies and television. While Garr's dancing can be seen in five Elvis Presley movies, her first speaking role in motion pictures was in the feature Head , starring The Monkees. Garr has since risen to become one of Hollywood's most versatile, energetic and well-recognized actresses.

Teri was raised in Lakewood alongside her older brothers Phil and Ed, by their mother Phyllis Lind Garr who was born as Emma Schmotzer, and was a dancer, model and wardrobe supervisor, and their father Eddie Garr who was born as Edward Leo Gonnoud, and was an actor, comedian and dancer. The family moved to New Jersey when Teri was around six years old, and then to Los Angeles, California not long after that; her father died from a heart attack when she was 11 years old; Teri revealed that her mother somehow managed to enroll all three children at college, and that her brother was a successful surgeon. She became interested in ballet when she was around 13, and went on to dance several hours every day. Teri then enrolled at California State University, Northridge but dropped out two years later, wanting to pursue acting; she studied acting at both the Lee Strasberg Theatre and Film Institute and the Actors Studio. It follows two teenage girls who are planning to move in together, and the movie won 28 of the 85 awards for which it was nominated, including an Oscar nomination for Best Writing, Screenplay Based on Material Previously Produced or Published.
